Solar Lighting Upgrades Make Carrum Crossings Safer at Night

Kingston City Council needed a PX1 compliant lighting upgrade for two busy pedestrian crossings on Station Street in Carrum, Victoria. Located near the train station, shops and beach access areas, the crossings experience heavy pedestrian and vehicle traffic throughout the day and into the night.

The project required a fast, compliant solution that could augment existing lighting and minimise disruption, costs and delays associated with traditional grid-connected street lighting.

Poor Lighting Puts Pedestrians in Peril

Station Street in Carrum is a busy community hub connecting the redesigned Carrum railway station with nearby shops, parks and the beach. Recently revitalised as part of the Victorian Government’s Level Crossing Removal Project, the new train station and rail line have been elevated to unlock 1.2 hectares of open space below. A shared use path was also added, with six new pedestrian crossings traversing Station Street to provide safer walking and cycling access.

Although the new pedestrian crossings were already illuminated with grid-connected street lights, not all of the crossings were compliant with AS/NZS 1158.3.1 PX1 lighting standards. Leadsun’s Business Development Manager, Stu Templeman explained, “pedestrian crossing compliance ensures that crossings used at night are not just well lit so pedestrians can see where they are going, but so that pedestrians can be seen by drivers.” This is an important difference that regular street and road lighting standards typically don’t address. “Pedestrian crossing compliance has a high vertical illumination requirement, ensuring pedestrians are visible to drivers approaching from both directions. Otherwise, you can have this situation where pedestrians can step onto a crossing in front of oncoming traffic thinking drivers can see them. But without the right lighting, they can’t—they’re effectively invisible to traffic.”

In Carrum, the situation was an accident waiting to happen. Kingston City Council needed a pedestrian crossing light solution that could be implemented quickly. But conventional grid connected street lighting is notoriously slow, usually taking months and sometimes years if there are long delays getting electricity connected.

A Fast, Affordable Fix with Solar Powered Lights

Leadsun solar powered lights capture and store energy free from the sun and use it to power a bright LED luminaire at night. They operate independently and entirely off-grid, so no trenching, cabling or electricity connections are required. As well as reducing disruptions and road closures during installation, this also means there aren’t any delays waiting for approvals and electricity connections.

For each of the upgraded crossings in Carrum, a single 400 watt Leadsun AEX Solar Engine was paired with a powerful CrossingLED MAX luminaire fixed to a Heavy Duty Ezy Winch Lowerable Pole.

Rather than removing the existing grid-connected lighting, the new solar powered lights were cleverly positioned as infill lights. A full PX1 lighting design and compliance report was prepared by Leadsun who also coordinated all underground service scanning, traffic management planning and scheduling of works for both crossings so that peak hour commuter flows were not impacted and everything ran smoothly. Leadsun completed the project in less than 8 weeks from receiving the order, months ahead of waiting for any grid connections.

PX1 Compliant Carrum Crossings Keeping Commuters Safe

Once the quote was approved, the entire project took only eight weeks to complete, with on-site works taking just two days. “Kingston City Council understood the additional value Leadsun brings—fast turnaround, no delays waiting for grid connections, and a cleaner, smarter, more cost-effective outcome for the community,” said Stu Templeman. “If this was a traditional grid-connected lighting system, it would have taken much, much longer.”

By supplementing existing infrastructure with solar, Kingston City Council achieved immediate safety improvements without compromising timelines or budgets, demonstrating how solar lighting can play a critical role in modern pedestrian crossing lighting upgrades.

Leadsun General Manager Lachy Bruce added, “pedestrian crossings and good lighting just go together. Too often, lighting for crossings is an afterthought. But if a pedestrian crossing is going to be used at night, it has to be illuminated properly so pedestrians and cyclists can be safe and be seen.”
